Child benefit cap for high earners to be watered down.

George Osborne is to preparing to water down plans to strip middle class families of child benefit in an attempt to head off a back-bench rebellion.

The Chancellor had previously said that from January 2013 anyone earning above the 40 per cent tax rate threshold of £42,745 a year, would lose child benefit.
